Minister of Finance Sri Mulyani Indrawati revealed that the government has issued Government Regulation (PP) Number 14 of 2024 which stipulates that ASN will receive full disbursement of THR and 13th salary this year.
“THR will be paid no sooner than 10 days before Eid al-Fitr. So, if it has not been paid, it can be paid after Eid al-Fitr. For some areas, it is possible that because it is not Eid al-Fitr, it can be paid afterwards. “Meanwhile, the 13th salary will be paid in June 2024, and if it is not completed in June, it can also be paid after June,” said Minister of Finance Sri at a press conference in Jakarta, Friday (15/3).
Sri Mulyani explained that the total budget that would be disbursed for THR payments and the 13th salary reached IDR 99.5 trillion. He added that the budget consisted of IDR 48.7 trillion for THR payments and IDR 50.8 trillion for the 13th salary. Funds for both, he said, came from the National Revenue and Expenditure Budget (APBN) and the Regional Revenue and Expenditure Budget (APBD).
He also hopes that ASN can use these funds to buy local products or micro, small and medium enterprises (MSMEs) so that the country's economy can grow and improve in the future.
“We hope it will be spent in the country to create demand growth and economic growth,” he explained.
The Minister of Finance said that the provision of full THR and 13th salaries to ASN this year was carried out in line with the improvement in the country's economy and the state budget after the COVID-19 pandemic.
“This illustrates that the APBN has begun to improve, and has also restored its functions, including in this case, the mechanism for providing holiday allowances and 13th salaries to state officials, retirees, pension recipients and allowance recipients,” he said.

Minister of State Apparatus Empowerment and Bureaucratic Reform (Menpan RB) Abdullah Azwar Anas said that ASNs who are entitled to receive THR and 13th salary this year are civil servants, civil servant candidates, government employees with work agreements (PPPK), TNI soldiers, police members, officials. State, Deputy Minister, Special Staff within Ministries/Agencies (K/L).
Then the Supervisory Board of the Corruption Eradication Commission (KPK), Leaders and Members of the Regional People's Consultative Council (DPRD), Ad Hoc Judges, Leaders, members and non-ASN employees of Non-Structural Institutions (LNS); non-ASN leaders and employees at the Public Service Agency (BLU); non-ASN leaders and employees at public broadcasting institutions; non-ASN employees at new state universities; other state apparatus in accordance with statutory provisions, and retirees, pension recipients and benefit recipients.
Azwar explained that the THR components given to ASN from the central government include the basic salary and allowances attached to the basic salary (family allowance, food allowance, structural position allowance), as well as performance allowance (tukin) per month. Then, teacher and lecturer professional allowances, honorary allowances for professors or additional teacher income will also be given in full this year.
Meanwhile, the THR components for retirees are basic pension, family allowance, food allowance and additional income. Azwar also added that honorary staff were not given THR and 13th salaries.
“Can you get honorary honorary fees? “I said earlier, you can't get honorariums except those who have been appointed to PPPk,” answered Azwar.

On the same occasion, Minister of Home Affairs Tito Karnavian emphasized that the provision of both THR and 13th salary in 2024 was an appreciation for ASN.
“The government's philosophy of providing THR and the 13th salary is as a form of appreciation and appreciation for service as well as to maintain the level of people's purchasing power through spending by state officials, to balance people's purchasing power due to the dynamics of inflation,” said Tito.
Furthermore, Tito explained that to anticipate delays in THR payments and 13th salaries for ASN in the regions, he instructed regional heads to speed up regulations regarding this matter.
Tito emphasized that the amount of allowances received will be in accordance with applicable regulations, but will still pay attention to the fiscal capabilities and capacity of each regional government (Pemda).
“We know that there are regional governments that have fiscal strength, marked by large PAD (original regional income-ed), such as in Banten, Jakarta. But there are also those that have moderate PAD and central transfers are almost equal,” “like North Sumatra.
