Suara.com – Voting is one of a series of general elections (Pemilu) to elect legislative and executive candidates. After the voting stage, the vote count or vote recapitulation will then be carried out, one of which is using the Quick Count method. So when can the election quick count be announced?
Several survey institutions will hold a quick calculation or so-called quick count for the 2024 general election (Pemilu) on Wednesday (14/2/2024) tomorrow to predict the results of the presidential election (Pilpres) on the same day. Quick count itself is a form of participation of the Indonesian people in the implementation of elections.
Regarding the quick count itself, it is stated in Law Number 7 of 2017 concerning General Elections (Pemilu), KPU Regulation Number 9 of 2022 concerning Community Participation in General Elections and the Election of Governors and Deputy Governors, Regent and Deputy Regent, and/or Mayor and Deputy Mayor City, and also KPU Decree Number 1035 of 2023 concerning Technical Guidelines for Registration of Survey or Polling Institutions and Quick Calculation of General Election Results in 2024.
The fast count is an activity of counting votes from election results or fast elections using information technology or based on certain methodologies.
The existence of this fast calculation will provide the public with the opportunity to get an estimate of the results of the election much more quickly than using the official results by the KPU.
However, it should be noted that the results of this quick count are temporary and not official results. The official results of the election are announced by the KPU after going through a more comprehensive and accurate calculation process. Therefore, a quick count can only provide an initial picture, the official results from the KPU remain the main reference in determining the winner of an election.
The following is the definition and rules. In Article 448 paragraph (1) of Law Number 7 of 2017, it is stated that the election will be held with participation by the community. In paragraph (2) the article above describes community participation which can be carried out in the form of:
a. Election socialization
b. political education for voters
c. survey or opinion poll about the Election
d. fast calculation of election results.
Then, in paragraph (3) it is explained that the form of community participation as intended in paragraph (2) is with the following provisions:
a. not take sides that are beneficial or detrimental to Election Participants
b. does not interfere with the process of holding the election stages
c. aims to increase political participation in the wider community and encourage the creation of a conducive atmosphere for holding elections that are safe, peaceful, honest, orderly and smooth.
Then Article 449 paragraph (5) explains when the results of the quick count will be announced. Here are the rules:
“Announcement of estimates of the results of the quick election count may only be made no sooner than 2 (two) hours after the completion of voting in western Indonesia.” If there are results that violate these provisions, it is a form of election crime violation.
