Suara.com – The Ministry of Communication and Information (Kominfo) said that the national data center (PDN) project could be a solution to dealing with the problem of data leaks in Indonesia.
Plt. Director of Government Informatics Application Services, Directorate General of Informatics Applications (Ditjen APTIKA) of the Ministry of Communication and Information, Aris Kurniawan, assesses that one of the factors causing data leaks in Indonesia is inadequate infrastructure.
He said, since five years ago the Indonesian Government has had more than 2,700 facilities in the form of data rooms and data centers. This is what Aris considers to be the entry point for hackers to break into people's personal data.
“So the main problem is that data leaks occur very often, because the infrastructure is relatively unsafe. There is no standardization,” he said at the PDN Cikarang construction site, Bekasi Regency, West Java, Tuesday (6/2/2024).
From there, Kominfo initiated a facility that could guarantee people's personal data was more secure and reliable.
“So the initial idea was to create a facility, we really guarantee its reliability and security,” he continued.

Since three years ago, Kominfo has also created a temporary national data center (PDN) facility. Aris claims that data stored at PDN has not yet been compromised.
“The temporary PDN which has been running for three years, no data has been leaked so far,” he added.
However, he did not rule out the possibility that these facilities could eventually be breached by hackers as technology develops.
“Yes, there is always sky above the sky, above technology there is something new, and public sentiment also varies. Regarding netizens, friends who have hacking skills are challenged, 'Wow, the government is trying out PDN, that is a major challenge, ” he explained.
Therefore, Aris confirmed that the first national data center (PDN) project in Indonesia will officially operate in August 2024. This PDN project will be inaugurated by President Joko Widodo (Jokowi).
He targets that PDN, which is located in Cikarang, West Java, can enliven the atmosphere of the Republic of Indonesia's 79th Birthday.
“Yesterday, the progress of the mandate, please hope that in the atmosphere of the Republic of Indonesia's birthday on August 17, we will have a national data center. In August, the President plans to inaugurate it,” said Aris.
Aris said that the PDN development process in terms of design had reached 75 percent, while in terms of physical development it was 95 percent. However, overall development is only at 32 percent.
“Our overall figure is only 32 percent. But God willing, it will be finished in August,” he continued.
Aris said that this project was one of Indonesia's milestones in having a national data center for the first time. Moreover, this PDN project was accelerated after Jokowi issued Presidential Regulation (Perpres) Number 95 of 2018 regarding Electronic-Based Government Systems (SPBE).
“His commitment is extraordinary to ensure we can manage and process data safely by having a special PDN,” he said.
PDN Project
Aris explained that the first National Data Center (PDN) in Indonesia is located at the Greenland International Industrial Center, Deltamas, Cikarang, West Java. This project is owned by Kominfo with the contractor Ellipse Projects.
PDN Cikarang was built on almost 5 hectares of land, with a building area of 15,994 square meters. The term of this project is 24 months with a contract effective date of October 21, 2022.
The value of the Cikarang PDN project reaches 164,679,680 Euros or around Rp. 2.7 trillion.
Meanwhile the second PDN project is located in Batam. Aris said that this project was carried out in collaboration with the South Korean government and was 15 percent cheaper than PDN Cikarang.
“No later than the end of the year or early next year, construction will start in Batam. Batam will be completed in late 2026 or early 2027,” he said.
The final PDN will be built in the Archipelago Capital (IKN). It's just that this third PDN project is still waiting for the National Development Planning Agency (Bappenas).
“In IKN it is still decided to wait for Bappenas. If there are already those interested, such as UK (England), USA (United States), then Bappenas will decide or it could be a PPP (Government Cooperation with Business Entities). Anyway, we are waiting for our new Bappenas execution,” he said.
