Suara.com – The Ministry of State Apparatus Empowerment and Bureaucratic Reform (PANRB) estimates that the total need for state civil servants (ASN) in 2024 or the final year of President Joko Widodo’s administration will be 1.3 million people.
“In 2024, we have calculated that the formations we will prepare will be around 1.3 million. The calculation is based on, first, the remaining formations for 2023,” he said in an official statement from Minister of Administrative and Bureaucratic Reform Abudullah Azwar Anas, quoted on Thursday (28/12/2023).
Meanwhile, Plh. Deputy for Human Resources for Apparatus at the PANRB Ministry, Aba Subagja, said that the total needs were the result of calculations for this year, which were based on three factors, namely the remaining formation for 2023, the number of retired employees, both ministries, institutions and regional governments, according to the calculation of the real needs in field.
“We reported the need for more fresh graduates, but it has not been decided yet, it is still being studied this week to be explored. “We ask to find out how much is needed, starting from doctors, teachers, to digital talents who will be recruited,” he said.
It can be seen that in 2023, the national ASN requirement plan is 1,030,751, both prospective civil servants (CPNS) and government employees with work agreements (PPPK). However, there are a number of agencies that do not propose formations, including several regional governments that do not optimize their proposed formations.
Meanwhile, the recruitment quota for CPNS and PPPK has been cut for the September 2023 selection period. Initially, the recruitment quota was 1,030,751 formations, but was reduced to 572,496 formations. This number consists of the formation of the central government with 78,862 seats, while the regional government has 493,634 seats.
Aba revealed that Law Number 20 of 2023 concerning ASN replaces Law No. 5/2014 opens up space for a government employee recruitment system that is more flexible than before. The Minister of PANRB determines proposals and formation positions for each agency.
Previously, the PANRB Ministry designed a recruitment process for State Civil Apparatus (ASN) every three months, different from previously where recruitment was carried out once every one to two years.
Azwar Anas said that the short distance between each recruitment refers to the seven reform and transformation agendas in accordance with Law Number 20 of 2023 concerning ASN.
