The manager of the home is named Zamanueli Zebua or ZZ and has now been named a suspect and detained.
ZZ has been detained and charged under Article 88 in conjunction with Article 76 i of Law No. 35 of 2014 concerning Child Protection with the threat of a sentence of 20 years in prison.
“ZZ was named a suspect because he carried out economic exploitation for personal gain,” said Medan Police Chief Commissioner Valentino Alfa Tatareda.
There are a total of 26 children in orphanages. Of them, 4 are still babies and the others are still in elementary and middle school.
“ZZ manages the home with his wife. Currently his wife is still being investigated. The status of this home also does not have a permit,” said Commissioner Valentino.
From the results of the examination, the perpetrator said that the orphanage had existed since early 2023. However, they had exploited the social media TikTok for the last 4 months.
“One month he can get Rp. 20-50 million. So at certain moments these children are filmed so that they can inspire netizens to make donations,” he said.
The orphanage does not yet have a permit
After conducting an inspection at the orphanage, the police found a banner with a Ministry of Law and Human Rights permit number, but not a permit to set up the orphanage.
“Well, the results last night were that the banner displayed the Ministry of Law and Human Rights’ permit number. But you need to know that the Ministry of Law and Human Rights displayed here is not a permit to build an orphanage,” said Head of the Medan City Social Services Rehab Division, Mariance, Wednesday (20/9).
“But it is only a registration certificate for the establishment of a foundation called Tunas Kasih Olayama Raya. So this orphanage has not received a permit or registration certificate. So it cannot operate yet. It is temporarily closed,” he added.
Orphanage Children Will Be Moved
The orphanage children are planned to be moved to the Bahagia Center of the Ministry of Social Affairs in the Pancing area.
“There, these children will receive social services like in institutions. Next, we will assess and trace their families,” said Head of Rehab for the Medan City Social Service, Mariance.
He added that if the child’s family is found, they will be returned to the family. The reason is because they still need care from their parents.
“If the family doesn’t want to, we will first assess why they are unable to look after their child. This will be followed up according to existing authorities and reported to the North Sumatra Provincial Government Social Service,” he continued.
