Suara.com – The DKI Newsdelivers.com DPRD has allowed the DKI Newsdelivers.com Provincial Government to apply for a debt of IDR 1 trillion to build Refuse Derived Fuel (RDF). The plan is for a waste processing facility to become coal replacement energy to be built in Rorotan, North Newsdelivers.com.
This debt application is included in the General Policy for the Regional Revenue and Expenditure Budget and Temporary Budget Ceiling Priorities (KUA-PPAS) for 2024 which were discussed at the DKI DPRD. During the discussion, the plan to borrow funds from PT Sarana Multi Infrastruktur (SMI) was rejected.
At the Joint Leadership Meeting (Rapimgab) on August 18 2023, the DKI Provincial Government was asked by the DPRD to look for funding sources without applying for a loan.
After being discussed again at the Budget Agency Meeting (Banggar) on Tuesday (12/9/2023), the DKI Regional Revenue Budget Team (TAPD) led by Regional Secretary (Sekda) Joko Agus Setyono was unable to undertake the search for funds without a loan.

Until finally, the Chairman of the DKI Newsdelivers.com DPRD, Prasetio Edi Marsudi, as chairman of the meeting, asked the DKI Provincial Government to guarantee that the executive could pay off the debt if a loan was applied for.
“I asked TAPD (regional government budget team), if for example this involved a loan of IDR 1 trillion, would you be able to afford it or not?” Prasetio asked TAPD, Tuesday (12/9/2023).
“Yes, sir,” answered the Head of the Regional Financial Management Agency (BPKD) Michael Rolandi.
The chairman of the PKS faction of the DKI DPRD, Achmad Yani, expressed his objection. He asked the DPRD to respect the Rapimgab’s decision not to allow borrowing of funds.
“Don’t change it again. Because at that time there was already an agreement to make adjustments. So don’t go back and forth with the leadership. We have exhausted our thoughts and energy,” he said.

However, Prasetio did not accept Yani’s view. According to him, the DPRD cannot force it if the executive is unable to raise funds without a loan.
“In the Bangar forum, I asked TAPD who was looking for money. If he was able, I asked Bangar again. Was it approved? There was a knock on the hammer, right,” answered Prasetyo.
After the meeting, Michael Rolandi said that his party was willing to borrow IDR 1 trillion to accelerate RDF development efforts. Moreover, the central government calls waste management in Newsdelivers.com an emergency category.
“I accompanied the Acting Governor to a meeting with the Minister of Communication and Investment on August 30. There, it was decided that waste management had become an emergency and had to be handled,” said Michael.
Furthermore, Michael said that the Rp. 1 trillion borrowed had a repayment period of eight years after the credit period was due for 3 years.
“So if IDR 1 trillion with a repayment of 8 years, the (installments) are IDR 125 billion per year. Our DSCR (debt service coverage ratio) is still very capable of paying the IDR 125 billion installments,” he concluded.
In the Banggar meeting, the Provincial Government and the DKI DPRD agreed on the value of the draft KUA-PPAS APBD for the 2024 budget year of IDR 81,580,775,048.
