Suara.com – The DKI Newsdelivers.com Provincial Government (Pemprov) has adjusted the value of the 2023 Revised Regional Revenue and Expenditure Budget (APBDP). This is because there is a deficit of IDR 5 trillion in the 2023 APBD.
Head of the DKI Regional Financial Management Agency (BPKD), Michael Rolandi Cesnanta Brata, said that the decline in the value of the APBD was due to regional income not reaching the target. The APBDP value also adjusts the value of income and expenditure to make it more realistic.
“We have made adjustments to other legitimate PAD (original regional income). Because the position is to get realistic targets, so there have been downward adjustments there,” said Michael at the DKI Newsdelivers.com DPRD Building, Monday (11/9/2023).
In his speech at the plenary meeting regarding the explanation of the APBDP Draft, Acting Governor of DKI Newsdelivers.com Heru Budi Hartono outlined the details of changes to the 2023 APBD which decreased by IDR 5 trillion from IDR 83.78 trillion to IDR 78.72 trillion.

“The total draft changes to the regional income and expenditure budget for the 2023 fiscal year amounted to IDR 78.72 trillion, a decrease of 6.04 percent compared to the Determination of the Regional Revenue and Expenditure Budget for the 2023 fiscal year of IDR 83.78 trillion,” said Heru at the DKI DPRD Building.
In detail, regional income in the revised APBD is planned at IDR 69.83 trillion or a decrease of 6.12 percent compared to the previous determination of IDR 74.38 trillion.
The adjusted regional income value is expected to come from PAD of IDR 48.25 trillion, transfer income of IDR 19.59 trillion, and other legitimate regional income of IDR 1.99 trillion.
Meanwhile, regional spending in the 2023 APBD changes is planned at IDR 71.31 trillion or a decrease of 4.43 percent compared to the previous determination of IDR 74.61 trillion.
The regional expenditure plan consists of operating expenditures, capital expenditures, unexpected expenditures and transfer expenditures.

Then, financing revenues from changes to the APBD are planned to be IDR 8.90 trillion, originating from the previous year’s SiLPA which is projected at IDR 8.60 trillion, as well as regional loan revenues of IDR 295.22 billion.
Then, financing expenditure is planned at IDR 7.41 trillion, which is allocated to regionally owned business entities in the form of regional capital participation of IDR 5.43 trillion, payment of principal debt installments that are due at IDR 1.8 trillion, and provision of regional loans – house acquisition financing facilities ( FPPR) amounting to IDR 176 billion.
