It is known that the incident started on Sunday 27 August 2023 at around 04.00 WIB. At that time Reinhard came to check on the picket personnel. However, he did not find any officers on duty.
“At 04.00 WIB, the picket personnel on duty were not there to beat the bells,” said Reinhard.
Reinhard then called the picket officers via handy talkie (HT), but no one answered. Finally, Reinhard himself hit the bell at the guard picket.
He then gathered the personnel who were on picket at that time to ask why no one answered.
“So that we provide disciplinary action to the personnel carrying out the picket,” he said.
When giving disciplinary action, Bripka David Sitompul and Bripka Hendrik Simatupang asked what they did wrong. Until finally the two members were hospitalized and admitted that they had been beaten by Reinhard.
Meanwhile, the Head of Public Relations, Kombes Hadi Wahyudi, said that North Sumatra Police Chief Inspector General Agung Setya Imam Effendi had ordered the Head of Propam to carry out an investigation into the Dairi Police Chief.
“Regarding the actions of the Police Chief, the North Sumatra Police Propam has carried out an examination and clarification. That is the Regional Police Chief’s order and (it is) firm action,” said Hadi.
