The Wagner Group is a private military company active in several African countries as well as in the Ukraine conflict. This organization has been under US sanctions for years.
According to Bloomberg, designating Wagner as a terrorist could “hinder” the group’s operations by allowing the US to criminally prosecute its members and pursue their assets around the world.

Bloomberg’s sources, who are described as two people familiar with the matter, said a final decision had not been made.
“The designation could be a way for the White House to appease domestic critics clamoring to declare Russia a state sponsor of terrorism,” the outlet said. Russia TodayWednesday (30/11/2022).
Bloomberg added that the US government had rejected calls over fears of a potentially dangerous “humanitarian transaction” with Moscow.
The proposal appears to have come from Lawfare, a Democratic-leaning “national security” blog, in particular a June article written by two former CIA officers, James Petrila and Phil Wasielewski.
They argue that the US goal is to deny the organization’s members the ability to travel internationally, destroy the group’s financing, thwart its recruitment efforts, and prevent foreign governments from hiring them, thereby ending the Wagner Group’s utility to the Kremlin and, therefore, its existence.
