These countries also issued conditions for Palestine to be recognized by them. The following are countries that do not have diplomatic relations with Palestine.
France does not recognize Palestine. President Emmanuel Macron said he would not recognize Palestine as an independent state. France is a country that supports the formation of two states in the Palestinian territories, with Jerusalem as the capital of both parties and a common border that is recognized according to international rules. In 2020, more than 100 French lawmakers asked Macron to recognize a Palestinian state, but he did not comply.

Germany and Israel have close ties. Germany will not recognize Palestine without first being accepted by Israel. Quoting from the DW page, the German government supports Israel against the backdrop of shame and guilt over the occurrence of the holocaust. Therefore, there will be no German recognition of Palestine without first being accepted by Israel. However, Germans are often sympathetic to the plight of the Palestinians and are more capable of criticizing Israel than their government.

3. United States of America
The United States (US) does not recognize Palestine. But the US still accepts the Palestinian Authority as the authority that officially governs the Palestinian territories under the Oslo Accords. The US supports a two-state solution, Israel and Palestine, which will remain its policy goal. To that end, the US administration continues to encourage the Palestinian Authority to promote and protect the rights of the Palestinian people. This is done in order to fulfill the aspirations of the Palestinian people and enjoy lasting peace with Israel.
